Professional Solutions is looking for qualified candidates to fill the following positions supporting the USMC on Quantico MCB
Capabilities Based Assessment (CBA) Support:
• Conduct Marine Corps Functional Area Analysis (FAA).
• Provide the necessary resources to conduct a USMC FAA of required future capabilities. Under the cognizance of the Capabilities Based Assessment Branch
• Develop standards (measures and metrics) and conditions derived from Marine Corps concepts and a current capability assessment. The result of this task will be an updated set of operational capabilities and tasks that define the functional range of military operations for consideration. Additionally, this task will produce associated conditions and standards that will define sufficiency of the capabilities provided by MAGTF forces to complete tasks identified.
o Specific actions to accomplish include:
• Define standards for each task. Metrics should be in operational terms such as time, distance, or effects achieved. Source documentation for these standards will, at a minimum, consist of the current MAGTF Capabilities List (MCL), Marine Corps Task List (MCTL), the associated Mission of Effectiveness (MOE) (s) from Joint Functional Concepts, and MOE(s) that may flow from Joint Integrated Architectures. Additional sources to be considered are combatant commanders’ issues, integrated priority lists, and threat projections.
• Describe the conditions under which the tasks must be accomplished to meet those standards established in previous paragraph Source documentation for these conditions will include the conditions derived during the FAA Task List build from the Universal Joint Task List (UJTL) and Naval Tactical Task List, and conditions described in appropriate Joint Operational and Functional Concepts.
• Update the FAA database with updated data from above subtasks. Maintain current FAA database on a server accessible through the internet and control access via password system.
• Provide status reports on division MOK site and receive clarifying guidance at bi-monthly meetings.
• Conduct an in process review (IPR) for critical milestones in the development schedule. Contractor will take the necessary actions to link USMC capabilities to the Combatant Commander’s (CCDR) Integrated Priority Lists (IPLs). Working with Combatant Commanders’ IPLs, the contractor will collect data to ensure that USMC capabilities required by the CCDRs are being addressed. This will be accomplished by establishing and documenting linkages between USMC capabilities and CCDR IPLs, the development of briefings to describe the processes used and the results, and linking these results to the FAA database. Final deliverable is a MROC approved MCL at the end of the FAA for a given POM year. Performance of the FAA tasks will be conducted from both on and off site. Conduct Marine Corps Functional Needs Analysis (FNA).
• Provide the necessary resources to conduct a USMC FNA in order to identify gaps and/or shortfalls in current and future capabilities. Under the cognizance of the Capabilities Based Assessment Branch, the contractor will assess the effectiveness of current and programmed Marine Corps war fighting capabilities under the full range of operational conditions and standards identified in the FAA.
o Specific actions to accomplish include: Based upon the FAA prioritization of capability needs and approved in the MCL, the contractor will assist in selecting critical capabilities for further analysis.
• Assist in identifying Program of Records (PORs) and initiatives that support capabilities listed in the MCL. Assist in developing planning scenarios which will be used during the FNA. Assist in determining the impact on the MAGTF of not providing the capability to the standard indentified during the FAA. For COR review, develop, and staff results of the FNA in accordance with approved guidance in prioritization order a list of gaps, shortfalls, and excesses to be approved by the MROC. Provide status reports on the division MKO site and receive clarifying guidance at bi-monthly meetings.
• Conduct an in-process review (IPR) for critical milestones in the development schedule. Final deliverable is a MROC approved MGL at the end of the FNA of a given POM year. Performance of the FNA tasks will be conducted both on and off site. Conduct Marine Corps Functional Solutions Analysis (FSA)
• Provide the necessary resources to conduct a Marine Corps FSA in order to identify potential solutions (both material and non-material) across Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF). Under the cognizance of the Capabilities Based Assessment Branch, the contractor will identify potential solutions to gaps captured in the approved MGL. These recommended solutions will be included in the current SPD and prioritized in the MRL.
o Specific actions to be accomplished include: Using the approved MGL, assist in the development and execution of the DOTMPLF analysis within each war fighting function. Assist in drafting SPD recommending course(s) of action based upon conducted analysis, and tracking such course(s) of action.
o Assist Government personnel in the development and staffing of the SPD, using the results of the DOTMLPF Working Groups. Assist in developing, prioritizing and staffing the MRL using the results of the FSA, along with all current programs of record.
o Provide status reports via the division MKO Site and receive clarifying guidance at bi-monthly meetings.
o Conduct an in process review (IPR) for critical milestones in the development schedule. Final deliverable is a MROC approved SPD at the end of the DOTMLPF assessment, and a MROC approved MRL at the end of the FSA. Performance of the FSA tasks will be conducted both on and off site.
Education:
• Bachelor's degree (preferred) in a related discipline or equivalent and shall have working knowledge or relevant military experience related to task requirements. Contractor shall have relevant experience with the U.S. Military Services, preferably Marine Corps, or other U.S. Governmental agencies. A minimum of two (2) years of specified task area experience. Contractor shall have the following qualifications and/or experience.
