Duties and Responsibilities


Serves as a senior advisor, GS-14 equivalent.
Responsible for researching, developing and presenting intelligence products at the operational and strategic levels in coordination with the CJ2X for senior leaders, to include counter-terrorism, Afghanistan and SWA regional issues, CI/HUMINT and political/military analysis.
Responsible for providing operational oversight over the Senior CI and Senior HUMINT Support Specialists to ensure all services and products meet the quality control requirements outlined and as necessary to support the CJ2X in its mission.
Serve as an adviser and consultant to top management of ISAF/USFOR A on matters related to the overall concept, status and capabilities.
Develop time event charts (TEC) demonstrating identified and emerging trends and patterns developed from CI and HUMINT reporting and associated theater reporting in support of CJ2X situational awareness and operational planning.
Use the CI/HUMINT reporting and other all source data to develop collection matrices as means coordinate CI and HUMINT collection in support the Commander, ISAF/USFOR-A and Commander, ISAF Joint Command. This product will serve as a planning tool, collection management tool and operational tool for the CJ2X.
Construct link diagrams as needed consistent with the matrices, TEC and other tools available to assist in understanding and visualizing the data received to provided context to other all source information in identifying emerging trends, patterns and operational opportunities.
Ensure the development and sustainment of a CI and HUMINT situation map (SITMAP) using all technologies available in theater.
Participate in integrated product teams in support of the Commander, ISAF/USFOR-A on behalf of and at the direction of CJ2X.
Responsible to the CJ2X (Division Chief responsible for theater Counter and Human Intelligence) for all expert knowledge of CI/HUMINT Collection Support to the USFOR-A J2X or Regional Command J2X.
Travel (ground/air), as required, throughout the USFOR-A or RC AOR, in order to accomplish advisory and assistance mission.
Act as coordinator/special advisor to the CJ2X, USFOR-A or at the Regional Command level on all matters concerning Counterintelligence and HUMINT activities.
Provide intelligence advice and assistance to the CJ2X in the operation of the USFOR-A or Regional Command screening and CI/HUMINT Collection operations and activities conducted within the USFOR A AOR and the ISAF RC AORs.
Provide intelligence support, as necessary, to fully exploit actionable intelligence in support of theater CCIR gleaned from reporting.
Provide written and oral reports and briefings to the theater CJ 2X or other designated person as contained in the USFOR A J2X implementing guidance for this contract.
Provide other reports consistent with the deliverables indentified in this contract.
Supervise theater CI screening operations and review, identify and act on current CI data to identify information gaps.
Direct CI support to a threat/vulnerability assessment; understanding the applicable DOD regulations and TTP in support of the assessments.
Oversee the Database Manager’s support to theater wide database integration and management.
Apply legal principles of military intelligence law to collection activities based on a virtual absence of relevant precedents or other guidelines.
Originate and coordinate with the Government overseer, new approaches to detect, identify, investigate, and counter previously unknown threats.
Upon discovery of previously undocumented foreign threats, initiate exploitation strategies which for broad application throughout the USFOR A CI community.
Direct routine theater wide review of intelligence production to determine quality redundancy and future requirements.
Establish person-to-person work relationships for the purpose of discussing policy matters and major changes in program.
Make formal contacts to negotiate and resolve controversial program issues of considerable significance to the program which either cannot or have not been resolved at lower levels.
Actively participate in or lead conferences and meetings involving problems areas or issues which require a satisfactory solution, a compromise or joint position affecting the overall contract.
Provide technical guidance and assessments to USFOR A staff leadership on substantive, complex CI/HUMINT issues or topics.
Direct the resolution of sensitive CI/HUMINT issues that have significant impact on USFOR A and/or regional commands.
Bring intelligence issues and topics to the attention of senior USFOR A leadership; recommend USFOR A a position and prepare background/position papers on such issues if requested.
Serve as an authority on CI/HUMINT issues related to the mission set with responsibility to recommend decisions that influence USFOR A intelligence policies, programs, goals, or priorities.
Lead technical analyses, evaluations, resulting in products that support decisions or actions by the USFOR A J2X, which involve adaptation of conventional methods, and occur in the context of missing, incomplete, or conflicting guidelines, so long as those methods comply with the limitations of this contract.
Lead or coordinate multi-team or multi-project efforts, which tend to cut across disciplinary lines or involve several intelligence disciplines.
Direct projects which are self-generating based on previous results obtained or context issues and problems which surface during the assignment. Projects undertaken are among the most difficult, controversial, and challenging that can be encountered, but they may not exceed the limitations of this contract.
Serve as a senior staff officer, maintains work relationships in order to discuss and shape CI/HUMINT priorities and direction.
Serve at theatre level, providing subject matter expertise and senior-level advice on program objectives and feasibility.
Advise on goals and policies in support of broad mission execution.
Provide advice on interpreting NATO and ISAF/ USFOR A J2X theater policies and objectives to shape programs and resources in support of theater defense goals.
Respond to policy questions prescribed in regulations; determine and meet coordination requirements for proposed changes; and develop and recommend resolutions to significant TTP, policy issues involving RC or theater differences.
Research, plan, coordinate, and evaluate specific intelligence production program; review collection requirements for validity, completeness, priority, and work impact; prepare documentation for intelligence research projects; publish and disseminate products in consultation with the USFOR A J2X; and develop reports and audits for USFOR A J2X use.
Assist in developing a CI/HUMINT strategy for management of collection opportunities characterized by complicating factors such as culture, customs,
