This is a Business Analyst III position.
The Business Analyst (BA) Performs detailed analyses of current and future Army logistics business processes and provides an interface between technical and functional realms. In order to succeed, a Business Analyst must have excellent verbal and written communications skills to interface with a diverse group of stakeholders. A successful BA at LOGSA will have a wide range of knowledge in the areas of Army logistics and Standard Army Management Information Systems (STAMIS) in the customer’s business areas.
The BA will document findings and make recommendations based on analysis of Army logistics systems. Such analysis may include researching and applying regulatory and practical use of an existing or proposed system including its data composition, data flow, and business rules from written sources as well as developed code. The BA may be expected to deliver this analysis in many forms including various UML constructs such as use cases and high level class diagrams (logical model / domain model), Word documents such as a Functional Requirements Specification, PowerPoint, draft interface designs, etc. Analysis must result in greater understanding of the system that can be communicated to technical staff as well as to the customer. The BA may be asked to gather or detail requirements from the customer, conduct requirements or design reviews with the customer, create test plans, conduct testing, assist development staff in clarifying requirements and other tasks related to the software design lifecycle.
In addition to the above tasks and requirements, a BA 3:
• Works with little or no direct supervision, leading both large and small analysis efforts.
• May partner closely with a customer lead and the user community.
• Will mentor and lead junior team members, providing technical leadership and knowledge.
• May coordinate design of subsystems and integration with the enterprise.
• May conduct reviews or demonstrations as requested by the customer.
• Will provide projected milestones related to the various tasks, including assignment of responsibilities to team members.
• Will be responsible for coordinating, scheduling, and establishing processes to meet internal or contractual commitments.
• May conduct In-Progress Reviews (IPRs) and briefings to senior Department of the Army civilians and military leadership.
The successful candidate for this position will be responsible for…
1. Decision Support Application Analysis Artifacts & Activities:
a. Collecting, clarifying & specifying business questions to be answered by logistics decision support tools.
b. Collecting and defining metrics and key performance indicators for logistics business intelligence applications.
c. Defining requirements for migration of decision support applications from existing databases to new ones.
2. Business Requirements Artifacts & Activities:
a. Verifying that requirements are supported with associated logical model entities and attributes.
b. Verifying that requirements are supported with related business rules.
c. Verifying that requirements are correctly stated and specified according to adopted standards.
d. Collecting, analyzing, clarifying, defining and specifying all levels of requirements.
3. Quality Assurance Artifacts & Activities:
a. Ensuring service design artifacts and testing meet ITSS leadership standards and goals related to product quality.
b. Improve communications between the customer and Team ITSS by being the authoritative point of contact for the current state of testing on work in progress and for organizing AT events.
c. Participate in the activities of the Architectural Design Review Board, the Package Orchestration Workshop, and the service design phase to ensure all the required artifacts are correctly prepared.
d. Approve a project’s process documentation, ensuring that it meets IT Service Management (ITSM) standards and ITSS processes as closely as possible.
e. Developing and executing Acceptance Test Cases, validating test results and managing defects.
4. Project Management Artifacts and Activities:
a. Verify the required artifacts are produced, and maintain a record of that verification. This process should include verifying that all defects in the employed tracking tools are properly updated.
b. Verify the artifacts are completed correctly, and maintain a record of that verification.
c. Verify the artifacts are approved by the proper authority, and maintain a record of that verification.
d. Maintain contact with government functionals responsible for the various areas.
Technology: A BA III:
• Maintains skill sets in the hardware/software being used to accomplish customer tasks. These include the Microsoft Office suite, Sparx Enterprise Architect, Quest TOAD for Oracle, Microsoft Project and Subversion version control.
• Maintains an awareness of trends that may either positively or negatively affect the customer
• Exhibits a wide range of technical knowledge including database, application development, project management, scheduling, etc.
• Exhibits a wide range of Unified Modeling Language (UML) knowledge through the use of use cases, business models, requirements model, test models, business rules models, state diagrams, activity diagrams, class diagrams, sequence diagrams, and communication diagrams.
• Exhibits a basic knowledge of Structured Query Language (SQL), Oracle database schemas, tables and columns.
• Is familiar with QA processes and testing (unit, integration, system and acceptance)
• Is familiar with HTML, Java, and PL/SQL
• Will be pursuing ITIL V3 certification, if not already possessing such.
This is a Team ITSS position with Jacobs Technology.
The candidate must have 12 years Business Analyst experience, OR 10 years Business Analyst experience and an Associates Degree in a technical discipline or related field, OR 8 years Business Analyst experience and a Bachelors Degree in a technical discipline or related field, OR 6 years Business Analyst experience and a Masters Degree in a technical discipline or related field.
